Well, this should not be surprising. It takes months to create an operating system. There are different phases and different teams working on the operating system to make sure that final product is as per the expectations and works flawlessly. Therefore, one can understand why Google has already started working on Android P.
XDA Developers first broke this news. A group of developers found a new tag in Android Open Source Project which clearly shows that Google has already started working on Android P. Google is testing Android P on Pixel and Pixel L. You can check snippet of the code indicating that work on Android P is in progress.
From the above snippet it is clear that codename is P as compared Android O in the previous release. This hints that the work on Android P is already in progress. However, no beta or testing build is available for the users. For now the Android P is only available for Google developers team as the development work has just started.
However, we are not sure if we will see Android 8.1 or not. But we feel that Google may completely skip Android 8.1 and roll out Android 9.0. This would be interesting and we will have to wait for the launch of the new generation Pixel. If it is true this only means that Google has major features to introduce in Android. Therefore, they are targeting the next major release. So, keep your fingers crossed and see what Google has in store for us.
